Regional Services Review Background
- A Board Workshop was held in September to discuss the findings of the Regional Services Review Report
- Following this meeting, the D68 Directors met to attempt to resolve timing issues re Southern Community Recreation Agreement
- The Steering Committee was directed to bring forward a recommendation to the full Board based upon the principles agreed to at the Workshop
- The option being presented for Board consideration has been unanimously agreed to by the Steering Committee as the preferred option that best meets the workshop principles

There was consensus that:
- If we choose to do nothing and we continue with the current status, it will result in greater conflict in the future
- The outcomes to be achieved from working collectively are significantly more beneficial than continuing with the current status

Regional Service Principles:
- Commitment to usage as a primary measure, where applicable
- Commitment to gather data over the course of 2001 for implementation in 2002, & use existing statistics in the first year, with a commitment to update every 3 years
- Commitment to phase in large increases over multiple years
- Commitment to undertake appropriate public consultation and review processes
- Commitment to address five key services as a package (Economic Development excluded)

Governance Principles
Decision Making:
- Where a regional function exists or is created by bylaw, all participants will have full voting rights in accordance with the Local Govt Act
- Where a regional function does not exist and a function is provided through a service agreement, participants receiving service through the service agreement will have input through an advisory body (i.e., Recreation Commission, Advisory Committee, etc.)
- Where there are new participants included in a function, existing plans and assumptions will be reviewed and re-established within one year

Governance Principles
Cost Sharing:
- Where a regional function exists or is created by bylaw, all participants will cost share fully in a function, including debt, capital and operating costs
- Where a regional function does not exist and a function is provided through a service agreement, participants receiving service through the service agreement will only cost share in the operating costs of the function
- New sports fields and recreation facilities will be added to service agreements based on survey data which demonstrates the sport field or recreation facility's broad regional use (e.g., > 10%)

- Transit Function: Usage - Service Kilometres & Service Hours
- Septage Treatment: $0.12 per gallon in 2001 & $0.16 per gallon in 2002
- Community Parks: Usage
- Southern Recreation: Usage (Without Pool Debt Included)
- Regional Parks: $300,000 Electoral Area Contribution on Acquisition/Major Capital: Population/Assessment Municipal/Electoral Area Contribution on Operating: Population

- Amend Southern and Northern Community Sewer Bylaws to establish a new cost allocation formula for areas not connected to the treatment plants based upon a $0.12 user charge in 2001 and $0.16 user charge in 2002
- Governance and voting remains separate between D68 & D69
- Eliminate Fairwinds Sewer LSA from the Northern Community Sewer Benefiting Area

Community Parks (Sports Fields) - D68
- Service Contract to Existing Municipal Function
- Amend Southern Community Recreation Function Bylaw to allow for an increased requisition for D68 sports fields
- Amend Southern Community Recreation Function Bylaw to include Electoral Area B in the function
- Amend recreation service agreement with City of Nanaimo to recognize a contribution to City sports fields function
- Advisory role for Electoral Area A, B, C, & D representatives on City of Nanaimo Recreation Commission

- Amend D69 Recreation Function Bylaw to allow for a requisition to contribute to municipal sports fields
- Create two separate service agreements between City of Parksville, Town of Qualicum Beach & Regional District
- Establish advisory committee for Electoral Area E, F, G, & H representatives to provide input on field standards and annual budget

- Amend Southern Community Recreation Function Bylaw to create a revised formula for contribution to recreation facilities based on usage
- Amend Southern Community Recreation Function Bylaw to include Electoral Area B in the function
- Amend service agreement with City of Nanaimo to recognize new contribution level based on usage & requirement for regular surveys
- Advisory role for Electoral Area A, B, C, & D representatives on City of Nanaimo Recreation Commission

- Include in service agreements a contribution from municipalities to the operating budget on the basis of population
- Amend Regional Parks Bylaw to create revised formulas for contribution to acquisition & major capital on basis of population/assessment & to operation on basis of population
- Establish advisory committee for municipalities to provide input on park acquisition and annual budget
- Commitment to raise Regional Parks contribution over the next three years

*The tax requisition impact to Electoral Area 'B' is shown after a reallocation of $55,000 from the Gabriola Recreation Function to the Regional Service Review Recreation Function.
